White House Announces Federal Employee Layoffs as Funding Gap Approaches Three-Week Mark
The White House disclosed the initiation of government employee terminations on the end of the week, following through on prior threats in response to the continuing US government shutdown, which is set to extend into its third consecutive week.
Official Announcement and Early Information
Russell Vought wrote on social media that “RIFs have begun,” indicating the government’s procedure for terminating staff.
While Vought did not specify which departments were affected, a representative from the Treasury Department stated that layoff warnings had been distributed within that agency. Additionally, a DHS representative indicated that layoffs would take place at the CISA. Also, a union representing federal workers confirmed that members at the Education Department would be impacted by the reduction in force.
Labor Reaction and Legal Challenges
Union leaders warned that the layoffs would have “devastating effects” on public services relied upon by the public and pledged to challenge the actions in the legal system.
“It is disgraceful that the government has exploited the funding lapse as an excuse to wrongfully terminate thousands of workers who deliver essential functions to communities across the country,” said a national union president, who leads the AFGE.
The largest labor federation in the US reacted to the announcement, declaring, “Labor organizations will see you in court.”
Legislative Impasse and Budget Dispute
Lawmakers from the Democratic party have declined to vote for a Republican-backed bill to restore funding unless it contains healthcare-centered concessions. After repeated failed attempts, the GOP leadership in the Senate have adjourned the Senate until the following week, indicating the standoff is unlikely to be resolved before then.
During a media briefing, the GOP leader in the House, the speaker, blasted Senate Democrats for not supporting the GOP bill, which was approved in the House on a near party-line vote.
Federal workers’ final pay that government employees will see until Washington Democrats decide to do their job and reopen the government,” Johnson said. Beginning shortly, military personnel, many of whom live on tight budgets, are going to miss a complete payment.”
Legal and Operational Constraints
Last week, unions sought a court injunction to block the government from implementing any reductions in force during the shutdown. Moreover, a federal judge ordered the administration to provide specifics on termination strategies, impacted departments, and whether any federal employees had been recalled to carry out staff reductions.
An analysis argued that a funding lapse limits the ability of the government to carry out firings, referencing official advice that acknowledged any permanent layoffs need to have been initiated prior to the funding expired.
Consequences for Employees
The layoffs occurred on the same day that federal workers got only a partial paycheck covering the final days of September but not the beginning of the current month, since appropriations lapsed at the start of the month.
A public service advocate, the head of the non-profit Partnership for Public Service, condemned the political stalemate’s effect on federal employees.
This is unjust to make government staff suffer because our leaders in the legislature and the White House have not succeeded to keep our government open and operational,” the advocate stated. The flight regulators, veterans’ healthcare providers, smoke jumpers and food inspectors are not responsible for this government shutdown.”
A notable point is that members of Congress and top administration officials are continuing to be paid amid the shutdown.
